Development of Training Needs Analysis (TNA) Toolkit for Public Health Supply Chain Workforce
Duration: 4 months
Location: Various - Copenhagen, work remotely and offsite as required
HQ Travel: Travel Costs and DSA (per diem) provided for a maximum of 50 days.
Field Missions/Travel: Expectation for travel to Copenhagen and focus country will be covered in accordance with UN rules and regulations with Travel costs and DSA (per diem).

Background:
The GAVI Alliance Supply Chain Strategy highlights supply chain leadership and human resources as one of the key fundamentals required to strengthen and optimize country supply chains for sustainable vaccine availability. The first pillar of GAVI's SC strategy is to ensure supply chain managers are in place with the right capabilities, authority and accountability in every country. Immunization supply chains require dedicated and competent managers as well as adequate numbers of skilled, accountable, motivated and empowered personnel at all levels of the health system. UNICEF with other GAVI Alliance partners are active in their support to countries by providing technical assistance, tools, training and other resources to build the capacity of supply chain managers who can advocate, plan and drive supply chain improvements. Moreover, UNICEF is an active partner and board member of the People that Deliver (PtD) Initiative, a global partnership of organizations focusing on professionalization of supply chain personnel by advocating for a systematic approach to HR for supply chain management. PtD supports ministries of health, NGOs and implementing partners to plan, implement, and sustain reforms which strengthen HR for supply chain management.
One of the major challenges identified during the effective vaccine management (EVM) and HR rapid assessments carried out in various countries in 2016 was the non-systematic approach to HR capacity development and the ad-hoc manner in which training is conducted, which does not optimize learning and does not result in the full impact being achieved in terms of immunization supply chain performance. It is therefore essential to have a more structured and sustainable approach to training through detailed skills mapping, analysis and planning that is country driven.
A training needs analysis (TNA) is an essential process needed for effective and targeted training and can defined as the identification of training requirements and the most cost effective means of meeting those requirements.Therefore a training needs analysis (TNA) toolkit, which comprises methodologies and templates, is ideal in guiding countries to assess, plan and implement training activities for their supply chain workforce and leaders at all levels.
The development of this toolkit aligns with the global strategy on human resource for health (HRH) 2030 which aims to ensure that countries have inclusive institutional mechanisms through strengthened technical and management capacity in ministries of health (MOH).
Objective:
UNICEF in collaboration with the People that Deliver (PtD) Initiative, is seeking a consultant to develop and test a training needs analysis (TNA) toolkit. This toolkit should consist of methodologies, templates and resources for the public health supply chain workforce in the following key areas:
- Training needs analysis (TNA)
- Training strategy
- Annual costed training plan
- Training resources
Description of assignment:
This assignment will be phased as follows:
Phase 1: Definition of Needs
This phase will involve definition of requirements for the TNA toolkit through a review of existing TNA methodologies including benefits and challenges informed by the EVMA, HR assessment and well-defined competencies for the supply chain workforce.
Phase 2: Development of TNA toolkit
This phase will cover the development of methodologies and templates for TNA, training strategy, planning and guideline for practical training follow-up at all levels of the in-country immunization supply chain based on lessons learned. This will also involve mapping of relevant training materials which could be useful during the in-country training implementation.
Phase 3: Country level application
This phase will involve the pilot application of the TNA toolkit in a focus country (TBD).
Key Deliverables: # Deliverables Expected Time (tentative)
- Development of TNA methodology and templates 4 weeks
- Multi-year training strategy and practical training follow-up methodology and templates 4 weeks
- Methodology and template for annual costed training plan 3 weeks
- Mapping of resources and learning platforms for supply chain trainings 2 weeks
- Application of TNA toolkit in one focus country 5 weeks
The activity deadlines and further specification on individual activities will be specified and agreed after contracted.
Qualification Requirements:
Education
- Advanced university degree or equivalent backgrounds, in Supply Chain Management, Public health, Human Resources, Business Administration, International Relations/Development, Social Sciences, Psychology, or related areas.
Experience
- At least 5 years of demonstrated knowledge and work experience in development programmes at global and national level.
- 10 -15 years of experience in public health supply chains, capacity building of health workers and/or human resource management & development.
- Proven experience in skills mapping and/or training needs analysis for health workers at national and sub-national levels.
- Management experience and ability to work with a wide and diverse range of stakeholders, including government and partners.
- Excellent analytical skills.
- Excellent facilitation, communication and report writing skills.
Language:
- Fluency in spoken and written English is essential
- Knowledge of other UN languages that may apply to the countries will be an asset.
