People that Deliver is saying goodbye to two of its stars: chair Lloyd Matowe and deputy chair Jenny Froome. After four and two years in their roles, respectively, the time has come for renewal, and PtD is now receiving applications for the positions of chair and deputy chair.
The chair and deputy chair positions will be held for two years and both are pivotal in the coalition. As well as guiding PtD’s activities and overseeing long-term objectives, the two are figureheads responsible for representing the coalition and for advocating its key messages.
Lloyd Matowe has enjoyed four fruitful years as chair: “It’s been an eventful four years, which I wouldn’t exchange for anything. During my tenure as chair we were able to restructure the coalition, improve brand recognition, implement a number of programmes and grow the membership. Achieving this through the pandemic had a surreal feeling to it. To garnish all this up, and through the hard work of the coalition, we successfully held the much-talked-about Indaba, attracting over 250 people.
“The Indaba embodied everything we represent: true collaboration and a real ambition to stand up for the supply chain workforce and improve health outcome,” he said.
For outgoing deputy chair Jenny Froome, this is not goodbye: “This is such a passionate group of people who are great to work with. So many of you have shown real dedication to our cause and I know advocacy efforts will only intensify.”
She added, “As for me, I will be continuing in an advisory capacity, which will allow me to continue with key initiatives such as the professionalisation agenda and career development for young supply chain professionals.”
Electing the new chair and deputy chair: How it will work
Any individual may apply or nominate candidates (internal or external to PtD) using this form. On 10 January the process will close and on week of 23 January the candidates will be presented to the PtD coalition; this will provide an opportunity for the candidates to introduce themselves and outline their vision for PtD and the contributions they have made – and plan to make – to strengthen human resources for supply chain management.
Following the meeting the primary representative of each member organisation will cast an anonymous online vote for the chair and deputy chair. The chair and deputy chair will be elected by majority. In cases in which two candidates receive the same number of votes, the two candidates with the most votes will enter a second-round of voting. The new chair and deputy chair will be announced in early December.

Chair and deputy chair responsibilities
- Represent PtD to the global health community and other key stakeholder groups at events, conferences and meetings as appropriate and within the legal mandates of their organisations.
- Regularly revisit the goals and objectives of the coalition members and the executive committee and revise these terms of reference in collaboration with the secretariat as needed.
- Motivate members to attend meetings.
- Facilitate meetings: this means creating a purposeful agenda in collaboration with the secretariat. The chair and deputy chair should have the know-how to run a productive meeting with the required level of formality.
- Engage members in frank discussions and bring the group to consensus-based and action-oriented decisions.
- Approve meeting notes and other reports.
- Work closely with the executive manager by supporting, consulting and complementing each other, and communicating openly and regularly to progress PtD’s work.
- Play a significant role in fundraising for PtD and engaging with other associations and organisations on behalf of PtD.
Eligibility criteria
- Demonstrate consistent leadership and willingness to take on responsibilities, be able to dedicate time to the governance process (2 – 8 hours per month) and serve the best interests of PtD.
- Commit to fulfilling the role of chair, including the role of PtD representative.
- Commit to engaging with donors, governments and the private sector in collaboration with the secretariat.
- Commit to providing support to and interacting regularly with the secretariat.
- Knowledge of the human resources for supply chain management donor environment.
- Additional beneficial attributes: knowledgeable about establishing and developing initiatives, able to successfully advocate for PtD (e.g., for involvement of key partners or for resource mobilisation), able to motivate PtD structures and to maintain progress, excellent oral and written communications skills, including fluency in English, and a fair arbitrator who is not involved in PtD operations.
