Dr Stephen Karengera
Dr Stephen Karengera was appointed the Director of the East African Community, Regional Centre of Excellence for Vaccines, Immunisation and Health Supply Chain Management (EAC RCE-VIHSCM) in February 2019. Before then, he had spent the 7 years as a programming and policy analyst at the global health level through taking up assignments as Special Advisor to Gavi Board Member and Chair Gavi Programme and Policy Committee (PPC) and as Special Advisor (Health) to the Secretary General, the East African Community, Arusha Tanzania. Before then, Dr Karengera had spent a year at UNDP South Sudan as Disability-Care Policy Consultant.
Prior to that, Dr Karengera had spent nearly 21 years at national levels, where he served under various capacities including being appointed as the Adviser to the Minister of Health –Rwanda, Director of Policy, Planning and Capacity Building Directorate. Dr Karengera also served as the National Coordinator, M&E Task Force at the Ministry of Health Rwanda. Before joining the Ministry of Health Rwanda, Dr Karengera had served as a Medical Specialist, Rwanda Demobilisation and Reintegration Commission/Programme (RDRC/P), where he spearheaded the setting up and operationalisation of one of the best DDR medical rehabilitation programmes in the world under funding from the World Bank and BMZ/KfW. Before this, Dr Karengera was the in-charge Life and Health Underwriting at SONARWA. Between 1994 and 1990, Dr Karengera was a resident medical doctor at Saint Mary’s Hospital Lacor Gulu, Northern Uganda and Chair district EPI team.
Dr Karengera trained in Human Medicine at Makerere University, Kampala, and has post graduate training in MPH Specialising in Health Economics from the University of Cape Town.
