People that Deliver HR for SCM Assessment Tool
In August 2013 the People that Deliver Initiative (PtD) in conjunction with the USAID | DELIVER PROJECT published "The Human Resource Capacity Development in Public Health Supply Chain Management: Assessment Guide and Tool".
The toolkit is based on PtD field work conducted in Bukina Faso, Dominican Republic Mozambique and Namibia in 2011. The tool provides a structured, rating-based methodology designed to collect data needed for a rapid, comprehensive assessment of the capacity of the human resource support system for a country’s supply chain around five essential human resources, building blocks (Block 1 - Build Powerful Constituencies, Block 2 - Optimize Policies and Plans, Block 3 - Develop Workforce, Block 4 - Performance Management, Block 5 - Professionalization of Supply Chain Management).
When used in a country specific context the tool assists in revealing the strength of each of these building blocks noting areas on "next steps" intervention. PtD is using this model as the bases for the development of further tools to guide country based interventions to strengthen these building blocks.
