Training strategy for the organization of a unified pharmaceutical system: A case study in the Dominican Republic August 2017

This case study demonstrates how a pharmaceutical and commodity supply management system called SUGEMI in the Dominican Republic improved efficiency, leading to an increased availability of essential medicines in health facilities. This goal was achieved through a three-phase training strategy: (1) the participation of selected MoH personnel in the development of standard operating procedures; (2) the participation of these MoH leaders in the training for the national rollout; and (3) the organization of certified courses on pharmaceutical supply management and rational use of medicines.

Task shifting in Health Supply Chain Management: A Malawi case study August 2017

The Malawi Ministry of Health, in partnership with VillageReach, the Barr Foundation, the Malawi College of Health Sciences and the University of Washington Global Medicines Program, commenced a novel two-year pharmacy assistant training, deployment and support program. The program allows for rotational class and hands-on training. The intervention has shifted health supply chain tasks back to dedicated pharmacy cadres and has seen immediate improvements in the availability of pharmacy personnel at health centres,storage and dispensing practices, and the quality of logistics data reporting.

HR Country Support Package for Immunization SC Managers, GAVI, 2016

The people and practice (P&P) priority working group led by UNICEF with key members including People that Deliver have been working to drive forward activities to strengthen supply chain leadership and human resources for immunization supply chain management.

This HR country support package for Immunization Supply Chain Managers was developed by the P&P priority working group. It provides a set of tools and guidelines to support and develop immunization supply chain managers to be able to effectively manage their supply chains.

Supply Chain Management Degree and Certificate Programs: A Landscape Anlaysis of African-based Offerings

In an effort to understand the breadth and depth of current academic offerings in supply chain management in Africa, People that Deliver and MIT CTL collaborated to complete a rapid landscape of current educational offerings (degree and certificate programs) in supply chain management, including health supply chain management.

Working for Health and Growth: Investing in the health workforce

The High-Level Commission on Health Employment and Economic Growth was established by United Nations Secretary-General Ban Ki-moon in March 2016. It is tasked with making recommendations to stimulate and guide the creation of at least 40 million new jobs in the health and social sectors, and reducing the projected shortfall of 18 million health workers, primarily in low- and lower-middle income countries, by 2030.

Six months of work and productive discussions, have led to this report, which presents the case for more and better investment in the health workforce.

IAPHL – Gavi Discussion on HR in SCM, 2015
Gavi, The Vaccine Alliance, in coordination with the People and Practices Priority Working Group of the Gavi Alliance Immunization Supply Chain Strategy, asked IAPHL members to participate in a discussion about human resources (HR) in supply chain management (SCM). The aim of this discussion was to better understand the academic profiles, career paths and job descriptions of supply chain managers. 

The Path to SCM Professionalization: Case Study Portfolio

Gavi, The Vaccine Alliance, and the People and Practice Priority Working Group developed 15 case studies on the personnel profiles and HR practices for SCM within across 12 different private firms, organizations and NGOs. This was done with the aim that the case studies will be used to inform the implementation and/or reinforcement of the SC central manager position within country Ministries of Health and EPIs as part of a country support package for SC managers.

Assessment of the Human Resources Landscape for Immunization Supply Chain Management, 2015

This paper provides an assessment of the human resources (HR) landscape for supply change management (SCM) in immunization supply chains, which is intended to inform the GAVI Alliance Immunization Supply Chain Strategy. The paper also aims to clarify which HR components help to ensure the success of an immunization supply chain at the country level, and to make clear where different country immunization supply chains are currently positioned.

Management Matters: A Leverage Point for Health Systems Strengthening in Global Health, 2015

Well-functioning health supply chains rely heavily on a qualified supply chain workforce. This article specifically focuses on the importance of management to develop and maintain high-performing health systems. Strong leadership can help sustain a strong supply chain workforce, promoting health worker motivation and retention. Investing in management can have a high impact, even with limited means.  This is particularly crucial within low-income settings where the efficient use of scarce resources is paramount to attaining health goals. The article outlines eight core management competencies for health systems strengthening. These competencies are targeted towards the capacity building of middle managers including both facility-based staff and policy or regulatory staff who oversee the facilities. In addition to the competency definitions, the authors recommend a tri-part strategy incorporating training and education, practice, and research in order to build the field of management as a key pillar of global health.  


People that Deliver -  Members Survey November 2014
The aim of the survey was to seek feedback on the progress of PtD in achieving its goals, feedback on how the tools generated by the Initiative have been used, and understanding both, member organisational goals regarding HR for SCM and suggested direction for PtD over the 2015-2016 period. This document simply presents the questions asked and the raw data retrieved through this review process. The data was used as an input into the review of the PtD Operational Plan for the 2015-2016 period. 

Gavi Alliance Supply Chain Strategy Evidence Review, 2014
This review led by the Gavi Alliance People and Practices Working Group supports the proposed hypotheses on HR in SCM, and the recommended interventions for countries looking to strengthen HR.
